List the templates the project can create from. Three groups, in order: the project's own templates, then the organization's, then the platform's tektona/<name> catalogue. Each group is in name order. A project and its organization may both hold one name, so read `scope`, not the name alone. `q` matches the start of a name, or a word in the display name or description. Send `q` with every page of a filtered list: the cursor carries the position, not the filter. Requires read access to the project.
