List organization templates
List the organization's own templates. Templates that belong to its projects are listed per project. Two groups, in order: the organization's own templates, then the platform's tektona/<name> catalogue. Both are in name order, and every entry names its scope. q matches the start of a name, or a word in the display name or description. Send q with every page of a filtered list: the cursor carries the position, not the filter. Requires organization membership.

Get one platform-managed template by name. It is referenced as tektona/<name> and it is read-only. Requires no role: the catalogue belongs to the platform, and every caller reads it.
